Where to get a tattoo at 16 with parental consent?

me and a friend are wanting to get a small tattoo but know that some places will do it if you have parental consent but do your parents have to be present?? and i live on the isle of wight would we have to go to the mainland to get it done?? i know people will just say wait till your 18 but both our parents are ok with it and we know the risks and would just like to get it done soon as we both really want it done
