Pistol Length rifles: what are they for?

I've seen one in real life called the Olympic Arms OA93. It's like almost an SMG version of the XM177/Colt CAR-15. I think the point is for a tactical/CQB use. The 5.56 NATO round is high penetration more than a 9x19 Luger and higher powered.
