(Elder Scrolls 4) WTF is wrong with my GOTY expansions?

Ive had the Game of the Year edition of Oblivion for 2 years now and havent been able to play "Knights of the Nine" or "Shivering Isles". Ive asked literally EVERYONE. Ive called Bethesda, Ive asked everyone I know who has the game, and Ive been updating all my equiptment since 2009, Ive had it! I want to play the damn game already, and I keep getting the run-around... Ive downloaded both games (many times), Ive updated my dashboard, Ive waited the 24 (in game) hours... yet, all it says is "marketplace content" why I try to do anything! I went on Xbox Live and tried to download it, but the want to charge me! Ipaid an extra $30 fo GOTY edition, and I sure as hell aint paying them anymore money. Someone please tell me what the problem is. Did Bethesda rip me off, or what the f**k?! ......Sorry about the language, but Ive been dumping money into my Xbox since 2009, plus I paid $30 extra for GOTY edition and still have never played the game.... I need someone to explain what I did wrong.
